Meet Green Code Requirements for Development Projects

Most real estate development projects in the City of Buffalo now require property owners to develop a Transportation Demand Management Plan, or TDMP. This document is a tool to demonstrate the potential impacts of the development on traffic and parking demand, and identify strategies that the developer will implement to mitigate those impacts, while encouraging the shift away from single-occupancy vehicle trips toward other more sustainable modes.

According to the Unified Development Ordinance (typically referred to as the Green Code), if you’re planning a new development project in the City of Buffalo, you’ll need a TDMP if your project is:

  1. New construction of a principal building in excess of 5,000 square feet.

  2. A substantial renovation of a principal building with a gross floor area of at least 50,000 square feet and involving a change of use.

A TDMP is not required for single-unit dwellings, double-unit dwellings, or any project in a D-C, D-IL, or D-IH zone, irrespective of the applicability requirements above.

Development teams can also pair their TDMP with GO Buffalo Niagara membership, which includes several benefits that also count toward the credits needed for a compliant TDMP.

All TDM Plans are a flat $5,000 fee, separate from GO Buffalo Niagara membership.
